Digital-rights groups point out that it is not only minors driving this — it is adults who would rather not upload a government ID or sit for a facial scan just to watch a stream.
What Utah’s law changed
On 6 May 2026, Utah’s Online Age Verification Amendments (Senate Bill 73) took effect, making Utah the first US state to address VPNs in an age-verification law. Under the bill, a person is treated as accessing a site from Utah if they are physically in Utah — regardless of any proxy or VPN masking their location — and covered platforms may not publish instructions on using a VPN to get around the checks. After a court challenge from Aylo, Utah agreed not to enforce the VPN portion until 3 September 2026, so the fine print is still moving.
Most other state laws — in Texas, Louisiana, Virginia, Indiana and elsewhere — do not yet mention VPNs at all. But Utah’s approach is the one lawmakers in other states are watching.
A VPN is privacy, not a loophole
A VPN encrypts the connection between your device and a remote server, so your internet provider and local network see only that you connected to the VPN. That is genuinely useful for keeping your viewing private on a shared or monitored connection. What a VPN does not do is change the law that applies where you actually live, and the Electronic Frontier Foundation has argued plainly that VPNs are not a real answer to age-verification mandates.
